Is my observation of hundreds/thousands of outbound TCP connections
from the Tor node simply because I "hot restarted" it when it already
had a lot of circuits open (without much bandwidth going through them,
oddly, I've seen it with 1200 circuits and 40KB/sec going through)
*before* the "storm" hit?
In other words, a circuit creation storm may not have anything to do
with number or rate of inbound TCP connections (or outbound)?
