not much throughput

I've been watching my relay with "setevents bw". Most of the time it's 0 in, 0 
out. Sometimes I get a few packets in and out. Sometimes the throughput goes 
up to 20 KB/s (my limit; hopefully one of these months I'll upgrade my 
connection) for a couple of minutes. Sometimes the input goes up above 20 
KB/s while the output is 0 (I suppose that means I'm downloading a 
directory). I've been stable a few days; why ain't I getting more traffic?
