[tor-qa] Tor Browser 4.0.6 is ready for testing

Hi,

Tor Browser 4.0.6 is up for testing. Bundles can be found at:

https://people.torproject.org/~mikeperry/builds/4.0.6/

This release is based on ESR 31.6.0 and contains an update of
additionally. Please give it some testing.

The changelog is:

Tor Browser 4.0.6 -- Mar 31 2015
 * All Platforms
   * Update Firefox to 31.6.0esr
   * Update meek to 0.16
