[tor-project] Moving community/policies from git.tpo to gitlab.tpo

Hello Tor, Community Council and everyone,

I created this ticket[1] to move "Community/Policies" from gitolite
(git.torproject.org) to our GitLab instance
(gitlab.torproject.org/tpo/community/policies.git). This means that the
Tor Code of Conduct and other Community policies will have a new home[2].

Please let me know if something will break before we do this migration.
Or if someone has other suggestions, we're open to discussion and
proposals.

[2] I imported the 'policies' repository. I'm planning to fix the group
write permission and change the repo visibility to public:
