[tor-project] Moving community/policies from git.tpo to gitlab.tpo

Hi,

A quick update: The new Policies repository is now live and public!
http://gitlab.torproject.org/tpo/community/policies

Next steps:
 - Update the URL everywhere from gitweb to gitlab in our docs.
 - Ask TPA to archive the gitolite community/policies repository.
