Thanks for making this change. I opened a ticket to make the matching
change in Tor Browser in https://bugs.torproject.org/20837#comment:1.
I wouldn't expect iat-mode=2 to use a lot of CPU. It's expensive in the
sense that it "wastes" bandwidth by adding extra padding and delays.
