[tor-project] List moderation or subscriber trimming on tor-talk@

Hi Griffin. Iirc Moritz mentioned that we might soon be ready to roll
out tor-users@ (with moderators) as a replacement for tor-talk at . I'm
more curious about a replacement than trying to clean up tor-talk@ -
imho it's a lost cause.
That said, don't let me stand in the way if you want to take this on.
