[tor-onions] Prioritising Onion Service Features

1) Certainly RSOS, please - frankly I'd like that in 2.7

2) Am I correct that OnionBalance is out of scope for this question, but
perhaps Donncha can chime in on whether any core features for "OB with
placement of distinct descriptors into HSDirs" is in-scope?

I'll try to pull my rough plans together and post this week.
