[tor-mirrors] Remove tor.lu and oignon.net

Hello,

Please remove tor.lu and oignon.net from the mirrors list.

Since my host, Gandi, switched to the credit system, I've been paying money
to be a mirror, rather than using spare resources, and I've lost interest
in doing that anymore.
