[tor-mirrors] New mirror: tor.pw.is

Hey PW,

The file that is being checked to make sure your mirror runs the latest 
version seems to be downloaded instead of shown in the browser. I have 
had the same problem with my mirror which resulted in it showing as 
not-up-to-date. Might want to look into this and make the file plain text ;)
