Hi teor,

Sorry for the 10-day delay, again. I was busy since I'm moving across 
the US. Well, I got my first full time job!

Thank you so much for your response.

I have removed text, a lot of it, especially from "features" I feel 
which aren't necessary. I also extended the relay monitoring section.

FYI the PR is here: https://github.com/torproject/torspec/pull/98

However, I'm worried I removed something you may feel is necessary.
