[tor-dev] [release] CollecTor 1.7.0

Hi,

A new release is available:

  https://dist.torproject.org/collector/1.7.0/

The main change in this release is to recognise the new bridge
authority, Serge. There are also additional minor fixes. Full details
can be found in the changelog [1].

This CollecTor release is already deployed on all Tor Metrics CollecTor
instances.
