[tor-dev] Call for review of Tor Relay Guide (#24497)

Hi,

since the instructions on the website on how to setup a Tor 
relay are lacking information and clear guidance we have been
working on improving it. 

The current version lives in the wiki and it reached a point
where it makes sense to get reviews.
