[tor-dev] Time-to-first-byte on trac.torproject.org

I started using Trac a bit more and the slowness is a little unpleasant.
Here are some stats:

The time-to-first-byte is *painful* on both the first load as well as
reload.
Are there some ways we could improve this? If it's sever-power I'm willing
to contribute to a fund for it, but my first thought is that more internal
caching needs to be turned on within Trac. Common queries like the
frontpage shouldn't be this difficult. But they are inherently this
difficult, then we should at least spread it out among multiple machines.
