This is a known bug that happens when the hourly updater is run and
there is no new consensus that it can process.
As you noticed, the problem goes away as soon as the next consensus
gets published. That's why I didn't prioritize this bug, which might
keep me busy between 1 and 10 hours.
Nothing to worry about, I'd say.
