Try,
cd
mkdir testing
wget https://github.com/downloads/libevent/libevent/libevent-2.0.21-stable.tar.gz
tar xzvf libevent-2.0.21-stable.tar.gz
cd libevent-2.0.21-stable
./configure --prefix=$HOME/testing
make install
cd ..
git clone https://git.torproject.org/tor.git
cd tor
./autogen.sh
./configure --prefix=$HOME/testing --with-libevent-dir=$HOME/testing
make install
~/testing/bin/tor
You may also consider using a package manager for dependencies, http://brew.sh/
