[tor-dev] Adding bridge support to chutney

Hi,

Chutney is a program created by Nick that can be used for setting up and
operate a test tor network.  

It can generate torrc files from a network configuration file and torrc
template files.  It can further start, hup and stop all the tor
processes needed to run the network.

I've added support for bridges to chutney.  It's in branch 'bridges' of
user/linus/chutney.git.

I will add support for bridge authorities handling IPv6 bridges, bridge
relays with an IPv6 OR port and clients using IPv6 bridges next.
