Proposal: Improvements of Distributed Storage for Tor Hidden Service Descriptors

Hi Nick and list,

and here comes number two. This proposal is a follow-up of proposal 114.
Some of the improvements result from a statistical analysis of network
consensuses from January to March 2008. Others come from writing up the
results and discussing them. And the remaining items were still on my
TODO list waiting to be included at the next opportunity. All stated
improvements are backwards compatible to the current implementation.

Again, comments are highly appreciated!
