consensus is a consensus like we have it right now, bwcons is the same
with the new "w Bandwidth=1234" lines added and bwcons2 is the same only
with Bw rounded (or truncated) to kilobytes instead of bytes.  I do not
think we gain much from doing that tho.  Anybody think different?
