Tor source repository converting to Subversion

Hi.  We're converting the Tor source repository to Subversion instead
of CVS, and doing so tonight.  The website will stay under CVS for a
while longer, till we have stuff straightened out now.

Please, no non-website commits till I send a mail to the list saying
it's okay.

If you have stuff to commit, please wait a bit.  (Then again, if you
have stuff to commit, you are on the developers' channel, and already
know about this.)
