RSA-OAEP info trying to find...

In Tor spec in section 0.3 it says that, in regards to RSA,
"We use OAEP padding,..." and it refers reader to PKCS #1 v2.1 doc for details.


I read that doc and for the "RSAES-OAEP scheme" one specifies:
       a   "mask generation function (MGF)"
       and optionally a "label (L)".

I'm not sure if Tor spec meant to imply Tor uses the entire
"RSAES-OAEP scheme", and if so,
what the choice for those 2 components, MGF and L are.

Please advise.
