Created the or-announce list

I just created the or-announce list,
http://archives.seul.org/or/announce/
and subscribed you all to it.

Clearly some of the mail addresses were designed to be for or-dev,
so you should resubscribe as the address you want.

You can also unsubscribe from or-dev if you want to just get announcements
about new versions, etc, and not hear the day-to-day development
discussions.
