Update INSTALL.
- We recently switched from Java 6 to Java 7.
- The list of dependent .jar files is inaccurate, direct people to
build.xml or vagrant/bootstrap.sh instead.
- We don't need the external rsync command to fetch files from CollecTor
anymore.
