Rename "geoip-start" to "geoip-start-time".
"geoip-start-time" was replaced by "bridge-stats-end" in e1e5c1b3.
However, it was always written as "geoip-start-time" in the code whereas
dir-spec.txt says "geoip-start". Fixing dir-spec.txt.
