 I've made a test merge branch at
 https://github.com/torproject/tor/pull/1834 so that I can let the CI run
 at this.  There were some conflicts I had to resolve.

 I'm thinking that the `BUF_MAX_LEN` changes are pervasive enough that we
 wouldn't want to backport those, if we do a backport here.

 Any chance of getting a unit test for the new code here?
