Comment:

 i fixed this on what i believe are the only machines with NVMe drives,
 with:

 {{{
 cumin 'C:roles::ganeti::fsn' 'apt install -t buster-backports
 smartmontools'
 }}}

 puppet has also been tweaked to get the right package version installed on
 first install, which should cover further problems.

 i'm assuming that unattended-upgrades will just do the right thing for the
 rest of this.
