Is it possible that the `GUARD` event is not implemented (anymore) as
specified in control-spec.txt?
The only `GUARD` event that I was able to trigger was `GUARD DROPPED` in
response to calling Stem's `drop_guards()`:

But I didn't spot any other `GUARD` events. Which matches my understanding
of the Tor sources where `control_event_guard()` is only called in a
single place.
Is it maybe possible that the `GUARD` event has been broken during the One
Guard Revolution? Calling in comrade asn.
