This is from a meeting we had several months ago about the scalability
project. I believe Mike Perry is the best person to flesh this out and
answer your questions.

We do not store which relays we picked as our guards at the time of
building circuits, however. What exactly is it that we're currently
missing in OnionPerf results? What do you refer to by ''measurement
rotation event''?
I think ''measurement rotation event'' refers to the moment where we drop
all the state and change the guard to be measured.
