 It is now impossible for me to connect to Tor through obfs4 without
 changing the time zone on Windows to UTC. This may be inconvenient for
 Tails users using Windows on the same machine, as they have to switch to
 another timezone on Windows which sometomes may be misleading.

 I have the same problem, I'd like to post the details here for other
 users.
 I use Tails and I have Windows installed with a time zone of UTC+3 (it's
 my local time). Currently, **I have to set the time zone in Windows to
 UTC** in order to connect to the Tor network with obfs4 in Tails. This may
 be inconvenient for Tails users using Windows on the same machine, as they
 have to switch to a different time zone on Windows, which can sometimes be
 misleading.
