 A Windows relay operators has confirmed that setting DirCache 0 resolves
 this issue:
 https://lists.torproject.org/pipermail/tor-
 relays/2020-February/018165.html

 They can help test any Windows patches for this issue, once the patch is
 in the Tor Expert Bundle.
 So I guess that means a Tor Browser Alpha?

 Alternatively, as a workaround, we could make DirCache default to 0 on
 Windows. I'll open a child ticket.
