 filed a ticket about forrestii in #33288 since mongodb is dead.

 added the jenkins thing to rouyi in puppet.

 now we need to push that somewhat stupid fix upstream:

 9317a8e6 hotfix: only consider lsbdistcodename for apt-transport-https
