Comment:

 We've been running with this change on master for over a week, with no
 apparent stem timeouts.  Closing this ticket.

 (Dear future developers: if you are seeing a stem timeout, please consider
 how long it has been since the last time we saw one.  If it has been a
 super long time, maybe you are seeing a new bug in Tor or stem rather than
 this bug once again, and you should open a new ticket rather than
 reopening this one?)
