Hi Roger. Stem can download descriptors through ORPorts so this isn't a
problem...

That said, DocTor intentionally downloads from DirPorts for
troubleshootability. With a DirPort we can demonstrate problems to dirauth
operators with curl, whereas with ORPorts that is not possible.
This is, of course, up to Georg but I would be wary of dirauths becoming
complacent in breaking their DirPort as DoS mitigation (as tor26 has).
Doing so will complicate maintenance for you, and encourages DoS attackers
to target your ORPort.
Do we have any thoughts on a longer term DoS mitigation mechanism?
