 Note: for next mozilla-beta 77 rebase, remember to drop patch and tests
 for #21537, since #33964 was done. I'm assuming that I adapted the
 original patch (8d87d2677b4e) correctly in the first rebase here, but we
 can hopefully fix it up if reviews find I missed something.
