 Looks like the client keeps getting bad snowflakes. Your first 4
 snowflakes were bad and the 5th one finally worked.

 I'm finding about 12.5% of snowflakes to be bad, in recent network health
 tests. We're trying to figure out why some are bad in #33666. Hopefully
 once we get turbo tunnel merged, some fixes like #25723 will help, but
 only to some extent.
