 Ok, I'll be the one to step in and close this ticket.

 Near as I can tell, the ticket is made by a random person on the internet,
 who is trying to helpfully tell us that we ought to find more time to work
 on researching pluggable transport designs.

 Alas, the way to set our priorities is not by opening a trac ticket and
 hoping it will become so. You need to step up and help us make it happen
 -- either by working on the research side, or by working on the funding-
 the-research side.
