 So I tried a few different approaches and what seems to be working is

 Adding the following to projects/debootstrap-image/config
 {{{
 echo 'deb http://ftp.us.debian.org/debian sid main' >> ./base-
 image/etc/apt/sources.list
 }}}

 This allows us to install openjdk-8-jdk for buster.

 I still need to verify apktools with a complete build, which I'm doing
 now.
