 This is a feature called `letterboxing` - see the blog
 ​https://blog.torproject.org/new-release-tor-browser-90 . The size of your
 browser's chrome (sidebar, bookmark toolbar, resizing etc) dictates the
 size of the inner window which dictates how much letterboxing is used to
 keep your content (viewport) at rounded sizes

 If you really don't like it, and you think your threat model doesn't need
 it, then you can turn it off (for now) by changing
 `privacy.resistFingerprinting.letterboxing` to `false` : but we don't
 recommend this
