 Ok, this step is done (#32294).

 I briefly considered having it just go to all the recipients of speaking@,
 but I decided we should keep them separate: speaking@ is for folks trying
 to get a Tor speaker for their event, which is sufficiently different from
 a mob of "i did a thing, add me" mails.
