 I don't know Twisted that well, so it would take time to figure out what
 is going on in the DNS server part of TorBEL.

 For now I'm going to mostly ignore the DNS server part, and then later we
 can look at how to serve a DNSBL based on exit lists. Making everything
 part of the same application isn't going to help maintenance.
