Comment:

 Due to time constraints, we're not going to try to improve the exit
 scanner in the initial work, but instead just replicate the existing
 functionality to allow the upgrade of the hosts to the latest Debian
 release.

 The milestones for the initial MVP are found in: #32262, #32263, #32264,
 and #32265.
