Comment:

 You can still skip Tor Launcher managing Tor by setting `TOR_SOCKS_PORT`,
 `TOR_CONTROL_PORT`, and `TOR_SKIP_LAUNCH` (+
 `TOR_CONTROL_COOKIE_AUTH_FILE`) accordingly. There has nothing changed in
 that regard. In fact, I tested it a couple of minutes ago and I can still
 use my system Tor that way. So, it's not true that there is no way to turn
 off Tor Launcher's functionality.
