 We are currently looking at rewriting and then adopting the exit list
 scanner/generator to allow it to be more easily maintained.

 We would like to reuse Check as that seems to be quite maintainable as it
 is, but it seems to require that the exit list is present in the local
 file system. Instead, could it periodically fetch the latest list from a
 web server?

 For some time, we would want to support both modes of operation during
 development and initial testing.
