 Hi teor. Thought I'd answered this but evidently not...

 This doesn't repro for me. cached_tor_manual.cfg was
 [https://gitweb.torproject.org/stem.git/commit/?id=bd86f10 removed in
 2015]. Perhaps there's an untracked file in the git checkout?

 Feel free to reopen if you have any repro steps for me to follow.
