Comment:

 The ruleset is disabled by default.  If you have EASE mode turned on in
 your settings, it may redirect you anyway, regardless of a rule for this
 site being present or not.  EASE mode tries to opportunistically upgrade
 your connection to HTTPS and present a warning page if it fails, but in
 this rare case the HTTPS version of the site gives a valid certificate but
 an error when accessed.  I suggest  using the HTTPS Everywhere menu to
 "Disable HTTPS Everywhere on this site" - that button is for just such
 rare instances.
