 Branch is `reversible` with PR at
 https://github.com/torproject/tor/pull/1519.

 This does not yet integrate add support for options_act_reversible() to
 the new system: instead it just splits the function into comprehensible
 parts.

 Not yet ready for review; probably needs more tests.
