 Neat bug. I think this should be solved by uninstalling and reinstalling
 the app.

 I'm guessing this happened because the configuration was changed for
 restricting nodes by country code  when we used Orbot's UI originally
 (configuring EntryNodes, ExitNodes, StrictNodes, ExcludeNodes, etc). In
 newer releases, we don't ship the geoip databases, so bootstrapping
 breaks.
