For 0.4.0, the problem seems to be that we need a longer timeout. I waited
a while longer and it bootstrapped fine.
For 0.3.5 and earlier, there's a problem with our regex; I'm doing a fix
in a `wait_for_bootstrap_better` branch.
> If all the nodes are already bootstrapping, and we don't have the right
regexes, then we should fail when any node fails to bootstrap (#20473).
That way, we learn if we break tor bootstrap or chutney's
wait_for_bootstrap feature.
`chutney wait_for_bootstrap` currently exits with a failure if the nodes
don't bootstrap; I guess this should be easy to use in the test-network
script.
