 See branch `ticket30194` with PR at
 https://github.com/torproject/tor/pull/1123 . It is based on #30864, so
 probably we should review that one before moving on to this.

 This is one of the first inflection points of the #29211 branch: it
 refactors all the pieces out of confparse that are not specifically about
 configuration.
