 Theory: this undescribed "info.py" script reads the descriptor or
 something for the relay. But the descriptor in this case could have been
 15 hours old. So the descriptor would be listing an uptime of less than 4
 days, the authorities would be seeing an uptime of more than 4 days
 (because they count uptime on their own, rather than just looking at the
 descriptor), and everything is peachy.

 I suggest closing. :)
